Protection Agency (EPA) has a requirement for the measurement of source
emissions and related work. Projects will include: (1) field testing
and monitoring of source emissions and related parameters to
characterize the performance of control systems which will be used to
support the development of national air pollution emission standards or
resolve issues associated with the implementation of national emission
standards or emission standards under State implementation plans, (2)
related evaluation of testing and monitoring procedures to determine
applicability and performance for specific source types and to resolve
questions associated with their application under source emission
standards, (3) related technical support in review of test reports,
test plans, and test requests; preparation of technical memoranda and
emission data summaries; response to public comments on proposed
testing and monitoring methods; and generation of emission factors from
test data. Prospective contractors should have: (1) experienced
personnel and equipment for performing EPA air pollution testing and
monitoring methods that have been published in the Federal Register;
(2) capability for extensive laboratory analyses; (3) experience in
evaluating test methods; and (4) an understanding of EPA's
standard-setting procedures and policies for controlling emissions from
stationary sources. The Government anticipates the award of two (2)
cost-plus-fixed-fee level of effort type contracts each with a Base
Period of 10.5 months and four (4) twelve-month Option Periods under
this solicitation. This procurement will be processed as full and open
competition. Each of the five periods of each contract will consist of
a basic requirement of 8,820 labor hours. The total potential labor
hours for each total contract period is 44,100. A DRAFT copy of the
Conflict of Interest (COI) related clauses, provisions, and
representations and certifications are posted on the Internet for
information purposes at http://www.epa.gov/oam/rtp_cmd. SIC No. 8734
applies and the size standard is $5M in average annual receipts over
the last three years. This requirement is a follow-on to contract
numbers 68D98004 with Pacific Environmental Services, Inc. (PES) and
68D98027 with Midwest Research Institute (MRI) which will both expire
on September 30, 2000. It is estimated that the RFP will be issued
approximately June 7, 2000. Proposals will be due thirty (30) days
after the RFP issuance date. The solicitation and amendments will be
available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of
the solicitation via Internet, it will be your responsibility to
frequently check the same site where the solicitation is posted for any
amendments. Firms who do not have the capability to obtain the
solicitation from the Internet, may submit a written request for a
diskette with the solicitation in WordPerfect format from the contact
point at the address above; however, only those firms who do NOT have
the capability to obtain the solicitation from the Internet should
request diskettes. Diskettes will not be sent to those firms who have
Internet access. If you request a diskette of the solicitation, you
will receive amendments by mail, unless you notify us otherwise.
Telephone and fax requests will not be honored. Only one copy shall be
sent to a corporate entity, regardless of the number of requests from
one or more different geographic locations. A copy of the preliminary
source list will be posted along with the solicitation. All
responsible sources may submit a proposal which shall be considered by
