The National Institute of Standards and Technology (NIST) intends to negotiate with only one source, Texas Engineering Experiment Station (TEES), The Texas A&M University System, Office of Sponsored Research, 332 Wisenbaker Engineering Research Center, College Station, TX 77843-3000, for services related to creation of database supplements, data retrieval, data entry, programming, and research for specific data books. The acquisition includes the development of supplements for the Thermodynamics Research Center (TRC) Tables (a) Hydrocarbons and (b) Non-Hydrocarbons series. It also includes work related to retrieval and entry procedures and network versions of TRC SOURCE, TABLE, COMPOUNDS, VAPOR PRESSURE, and VIRIALS databases. The operation of the activities of the TRC requires specific databases, equipment, systems and experienced staff at TEES. TEES staff are well trained and organized with intimate knowledge of the database design, data entry, retrieval and thermophysical property data evaluation techniques; and networking, and have complete familiarity with publication details and deadlines related to TRC products and projects. The acquisition of these services is related to the transition of the TRC from the TEES to NIST and is necessary to carry out the mission of NIST.
