U.S. Patent and Trademark Office (USPTO) has a requirement for
full-time and on-call sign language interpreter services for meetings,
training, special observances, and during the daily interchange
between their supervisors, co-workers and the public. These services
will be performed on-site at the various USPTO locations in Arlington,
VA. The interpreters should possess experience in interpreting from
Pidgin Sign English (PSE) and American Sign Language (ASL) to English
and vice versa as well as experience transliterating from spoken
English to Manually Coded English (MCE) and vice versa. The USPTO
anticipates the period of performance of this acquisition to be for a
one year base period, and four one-year option periods. Any contract(s)
awarded as a result of this acquisition are anticipated to be fixed
price, requirements type. This acquisition will be conducted using a
modified version of the Department of Commerce's Reengineered Mission
Acquisition Process (REMAP). Although this project is notan official
USPTO ReMAP Project, the acquisition will be conducted in accordance
with the process described in the Acquisition Concept of Operations
which may be found on the internet at http://www.conops.doc.gov.
Additional information on the methodology of the USPTO's streamlined
acquisition process is available on USPTO's ReMAP page at
http://www.uspto.gov/web/offices/ac/comp/proc/process.htm. As part of
this process, a Project Agreement and a Request for Proposals (RFP)
will be made available on the Internet at
http://www.uspto.gov/go/proc/conops/pto/current.htm on or about May 15,
2000. This acquisition is expected to be awarded under Standard
Industrial Classification (SIC) Code 7389 as a 100% small business
set-aside. In accordance with FAR 14.205-1(a), electronic commerce
methods will be used to transmit the solicitation documents; therefore,
a solicitation mailing list will not be established. QUESTIONS
REGARDING THIS PROCUREMENT WILL NOT BE ENTERTAINED AT THIS TIME.
Questions will be entertained following issuance of the Project
Agreement and RFP utilizing the format specified in the RFP. No
additional announcements or notifications will be given prior to the
posting of the solicitation documents; therefore, it is the
responsibility of each offeror to monitor the USPTO web site. Posted
