COMMERCE BUSINESS DAILY ISSUE OF MAY 4,2000 PSA#259399 -- ACOUSTIC SENSORS This is a Request for Information (RFI) issued
for the purpose of conducting a market research and encourages Digital
Signal Processing (DSP), surveillance and sensor companies to present
the state of the art of modular, (re) programmable, extensible and
expandable acoustic sensor technologies to the requestor. All
information submitted in response to this RFI may be utilized for
planning, research and development (R&D) activities for various
military operations and in any world climate. FAR Clause 52.215-3
applies. The purpose of this RFI is to allow interested companies,
agencies, universities and laboratories whose business and/or
technologies include acoustic surveillance and sensor software,
hardware and algorithm development to inform an interested acquisition
organization about their technology and capabilities. All information
received will be considered as an acquisition strategy is developed.
This is neither a formal solicitation under the FAR Part 15 nor a FAR
Part 13 Simplified Acquisition, but a request for interested companies,
agencies, universities and laboratories to provide information. In
addition submitters are encouraged to submit their organization_s
engineering, manufacturing and support capabilities and services. The
intelligent, reprogrammable, modular, expandable and extensible
acoustic sensor technologies are directed toward the detection,
identification and/or classification of mission or situation specific
acoustic signatures on-board the sensor. The acoustic sensors are
intended to remotely detect and report specific targets with an under
development sensor link protocol and to be integrated into an R&D
system. The objective is to replace a single purpose, single target and
_stovepipe_ acoustic sensor systems with a flexible acoustic sensor
that will be readily configured by the operator prior to mission or
operational employment. The acoustic sensor technology will be
configured with a variety of short and long haul communications systems
and direct connectionvia IEEE 802.3 coaxial or RS-232 cable
communicating with an under development sensor link protocol. This
connectivity requires the acoustic sensor technology to support
bi-directional (Command & Control (C2) Link) communication for the
purposes of transmitting sensor data and receiving new or additional
acoustic signatures (feature vectors) and sensor configuration changes
after delivery or emplacement. Features such as, but not limited to,
tamper-proof or resistance hardware and software; inclusion of
COTS/GOTS components and commercial standards of development; small
(fits into trouser pocket) size, long endurance (three to 12 months)
and advanced concept technologies are requestor_s goals. All
information submitted will be safe guarded against unauthorized
disclosure. Please ensure all sensitive and classified information is
appropriately marked. This is not a solicitation for proposals and a
contract will not be awarded from this announcement. No reimbursement
of expenses associated with information provided in response to this
request or follow-up information will be forth coming. No telephone
calls be will accepted requesting a bid package or solicitation. In
order to protect the integrity of any future procurement or contract
award neither appointments for presentations nor additional information
requests will be accepted in reference to this RFI. Information
packages are required to include two years past history of contracted
work (program names) and customer POC (name, address and phone number).
