23 -- TO PURCHASE 3 BRAND NEW COMPACT PASSENGER VEHICLES SOL RFQ672-118-00 DUE 051200 POC Ana G Alvarado (787) 641-2954 This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Telephonic, electronic or fax quotation will not be honored. The solicitation is issued as Request for Quotation (RFQ). Solicitation number is RFQ672-118-00. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. This procurement is set aside 100% for Small Business. SIC (Standard Industrial Classification Code) 5012 is applied, business size standard is 100 employees. SCOPE: The Department of Veterans Affairs, VA Medical Center (VAMC), San Juan, PR, intends to purchase three- (3) brand new compact passenger vehicles and each vehicle, at a minimum, shall be Year 2000 model, 4 cylinder motor, automatic transmission, four (4)wheel, antilock, front disk brakes, full size spare tire with inside rim, maximum possible fuel economy (miles per litres on the high way and miles per litres short distance), driver and passenger air bags, four (4) doors, factory-installed air conditioning, AM/FM radio, single color (dark blue, dark green, gold or silver), comfortably carry four (4) adults (i.e., one driver and three passengers). All vehicles must be certified by the National Transportation and Safety Board (NTSB) at time of proposal submitted. PLEASE SUBMIT PRICING ON THIS PORTION: Item #1 -- (description): Three (3) brand new compact passenger vehicles: $__________(unit cost) times 3 vehicles = $___________(total cost). The Contractor is responsible to comply with all the applicable of pertinent State and local laws and regulations. Offeror's shall submit with price illustrated brochures and warranty conditions for the vehicles. Quote shall be accepted from authorized automobile dealers. The price shall included preparation costs, if any. FOB Destination. The Department of Veterans Affairs is a tax except agency of the Federal Government. Therefore, proposal price should not included Commonwealth of Puerto Rico import tax ("arbitrios"). The Government will evaluate quote in response to this solicitation without discussions. Award will be made to the reasonable and responsible offeror whose quote, conforming to the request for quotation, will be most advantageous to the Government, considering price, quality, warranty conditions and past performance. The Government intents to evaluate quote and make award without discussions. The following provisions and clauses are applicable to this acquisition.
