The U.S. Army Tank-automotive and Armaments Command, Warren, Michigan intends to enter into negotiations on an other than full and open competition basis with Oshkosh Truck Corporation (OTC), Oshkosh, Wisconsin for the procurement of the Family of Heavy Tactical Vehicles. The Family of Heavy Tactical Vehicles acquisition includes: 769 M1075 Palletized Load System (PLS) Trucks and Chassis; 1,180 M1076 PLS Trailers; 632 PLS Container Handling Units; 1090 M977 Series Heavy Expanded Mobility Tactical Trucks (HEMTT) to include the M978 Tanker, M983 Tractor, M984A1 Wrecker, M985 Cargo, and Chassis; 1,305 HEMTT Extended Service Program (ESP) Vehicles; 683 M1070 Heavy Equipment Transporter (HET) Tractors; 498 M1977 Common Bridge Transporters (CBTs); and associated logistics and configuration management support. The proposed grouping of these elements under a single contract represents an opportunity to significantly reduce total ownership costs by increasing commonality across the heavy truck fleet. TACOM proposes to enter into a five-year requirements contract for heavy truck systems for FY 01-05. This requirement can only be filled in a timely manner by Oshkosh Truck Corporation, the original producer and sole manufacturer of all the equipment identified above. This is an "all or none" procurement action as it relates to vehicle type. No research and development funds are available for this procurement. SEE Note 22.
