Department of the Treasury, Procurement Services Division, is
soliciting information and comments from members of the communications
systems industry regarding their interest in building, owning,
operating, and managing a nationwide land mobile radio (LMR) network
that: (1) meets the requirements of the Treasury Department and its
bureaus; (2) the department and its bureaus would use on a usage-based
leased service; and (3) other entities would use as a part of the
customer base supported by the network. A further condition of the
network is that its use by other customers cannot cause Treasury
requirements, including security and priority access provisions, to be
compromised. Also, the total number of Treasury users on this network
is not expected to exceed 60,000. In addition, Treasury has usage
requirements throughout the country that must be met with the same
level of service irrespective of location. For the purpose of this
response, these requirements can be assumed to be distributed
throughout the Nation in a manner that is proportional to the general
population in each region of the country. Treasury is interested in
obtaining three types of information through this request. First,
determining the level of interest in the proposed arrangement from
among the subject industry. As such, Treasury is interested in both
positive and negative responses. Those companies not interested in the
proposed arrangement are requested to address the financial, business
operations, technological, systems management, and any other aspects
relevant to their view. Those companies interested in the proposed
arrangement are asked to provide their rationale as well. Second,
Treasury is interested in determining options for implementing the
proposed arrangements. Those companies interested in the arrangement
are asked to provide descriptions of how the arrangement would be
implemented and budgetary estimates. These companies are encouraged to
suggest multiple implementation options. Third, Treasury is interested
in understanding existing, similar implementations of the proposed
arrangement, including those implemented on a statewide or regional
(i.e., less-than-national) basis. Companies that have implemented such
arrangements are asked to provide details in response to this request.
