No RFQ will be prepared or made available for distribution; award will be based on responsive, responsible, technically acceptable low bids. The government intends to award, on a Sole Source basis, an order for the following: (MFG: Eldyne Inc. and Antenna Prod Corp) 1. Remote Control Unit, item # 1495-201 (C-11549A/SR) with receipt of GFE, item # 0090-0146-201, qty: 6 each; and 2. Remote Indicator Unit, item # 10001-1495-202 (ID-2371A/SR) with receipt of GFE, item # 0090-0145-201, qty: 8 each. Specifications of items 1 and 2 are as follows: The Remote Control Unit (RCU) Assembly, Item No. 10001-1495-201 (C-11549A/SR), and Remote Indicator Unit (RIU) Assembly, Item No. 10001-1495-202 (ID-2371A/SR), are used with electrically powered OA-9242A(V)/SR and OA-9243A(V)/SR antenna tilting mechanism equipment installed on board Naval ships. Each independent section of the RCU and RIU receives 115VAC single-phase power from a motor controller (power supplied as standard Type-1 Navy shipboard 440 VAC 3-phase) to which it is associated. The RCU consists of 12 illuminated push button switches housed in an aluminum enclosure and controls one, two, or three independent antenna tilting mechanisms from distances of up to 1,200 feet away. The RIU consists of nine illuminated indicators housed in an aluminum enclosure and repeats the antenna position status (UP, STOP, or DOWN) shown on the RCU. The basic RCU design utilizes three identical control sections. The indicators and illuminated push button switches in each section of the RCU are arranged vertically, with the sections of controls side by side, from top to bottom as follows: DECK CONTROL ENABLED, UP, STOP, and DOWN. The illuminated push button switches of the RCU are of the momentary-latch (push momentarily and release for operation) type. Lamp test and dimmer control features are provided for each section present in an RCU. The lamp test function of the RCU may be either by 1) a separate switch or 2) integral to each lamp/switch. The function of the RIU is to provide for only indication (no control function). The indicators of the RIU are arranged vertically, with the sections of controls side by side, from top to bottom as follows: UP, STOP, and DOWN. The lamp test and dimmer control features specified for the RCU are also provided in the design of the RIU. The lamp test function of the RIU, however, are press-to-test. The leakage currents of the RCU and RIU are no greater than 5 milliamperes. The height, width, and depth of the enclosure of the RCU are approximately 10 in., 10 in, and 5 in., respectively. The corresponding dimensions of the aluminum enclosure of the RIU are approximately 8 in., 10 in, and 5 in., respectively. The RCU and RIU weigh approximately 10.2 lbs and 6.2 lbs, respectively. The lower test (unacceptable value) mean-time-between-failure (MTBF) and upper test (acceptable value) MTBF for both the RCU and RIU are 17,000 hours and 28,000 hours, respectively.
