This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA Dryden plans to acquire the following Brand Name only equipment: (1) ANRITSU Site Master Model S332B Spectrum Analyzer with standard accessories -- users guide, soft carrying case, AC/DC adapter, Auto 12 VDC adapter, one year warranty, CD with software management tools, serial interface cable, and recharcheable battery, QTY 2 each; (2) Option 5 -- RF Power monitor (for item 1), QTY 2 each; (3) P/N 5400-750 rf detector, QTY 2 each; (4) P/N 22N50 Precision N(m) Short/Open 18GHZ, QTY 2 each; (5) SM/PLNF Precision load, 42db, 4GHZ, QTY 2 each; (6) 15NNF50-1.5A Test Port Armoured Cable 1.5 meter N(m) to N(f), 3.5GHZ, QTY 2 each; and (7) MIS1500 PELICAN Waterproof Case, QTY 2 each. For reasons of availability, maintainability, standardization and interchangeability of current ANRITSU equipment and training of personnel who perform pre-flight procedures on the equipment, it is determined that award of another name brand analyzer would result in substantial duplication of costs that is not expected to be recovered through competition. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time May 12, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All qualified, responsible sources may submit an offer which shall be considered by the agency. The provisions and clauses in the RFQ are those in effect through FAC 97-17. Delivery to NASA Dryden Flight Research Center is required within 45 days ARO. Delivery shall be FOB Destination, or per commercial industry standards. The DPAS rating for this procurement is DO-C9.
