A-E Open End Title I, Title II and other Architect-Engineer Services
at the United States Air Force Academy CO, for a broad variety of
maintenance, repair, and new construction projects. The performance
period will be one year from date of award plus four (4) one-year
option periods that will be unilaterally exercised at the government's
discretion. Services required may be field investigations,
recommendations, studies, reports, analysis, cost estimates,
specifications, product research, record documents research,
preparation of construction drawings, and presentations to coordinating
agencies. Designs may require asbestos and lead based paint removal.
Title II delivery orders may involve direct consultation with
construction contractors. Construction management services, as-built
services and peer review services may be required. Submittals should
include proposed sub-consultants for architectural, environmental
(including asbestos and lead paint), roofing, surveying, and each of
the major engineering disciplines required for a complete design. This
open-end contract may include the design of new systems, repair and
replacement of existing systems, utilities, water and wastewater
treatment systems, buildings, dams, drainage improvements, foundations,
roads, airfields, and a wide variety of other civil engineering
projects. Two firms will be selected. Civil Engineering firms that meet
the requirements described in the announcement are invited to submit
the following in an original and one copy; (A) Standard Form 254,
Architect-Engineer and related services questionnaire; (B) Standard
Form 255, Architect-Engineer related services for specific projects. To
be included with the Standard Form 254 and 255 shall be a cover letter
specifically addressing each of the below listed criteria in sequence.
Criteria 1 and 2 below are equally of the greatest importance, criteria
3-7 are of lesser importance, but approximately equal to each other,
and criteria 8 and 9 are lesser importance, but approximately equal to
each other. Criteria forming the basis for selection by two formal
selection boards will include, but will not be limited to; (1)
Specialized Experience: expertise of the firm in facilities and large
scale academic complexes; Civil Engineering A-E open-end projects;
Technical competence in renovation and upgrade in the type of work
required, including, where appropriate, demonstrated success in energy
conservation, pollution prevention, waste reduction, and use of
recovered material; (2) Professional qualifications of experienced key
personnel and consultants. Project managers of A-E firms must hold a
professional degree and a registered professional engineer licensed in
the State of Colorado, necessary for performance of the required
services; (3) Professional capacity of firm to handle several different
requirements in different required time limits; (4) Past performance of
contracts both Government and Private in terms of cost control, quality
of work, and compliance with performance schedules; (5) Volume of work:
Prior DOD Awards, specifically list all DOD contracts awards the firm
for the previous twelve months to include fees; (6) Previous work at
the United States Air Force Academy; (7) CADD capabilities; (8)
Location of the principal office accomplishing the work; (9)
Identification and commitment to small business and to small
disadvantaged business, historically black college and universities, or
minority institutions in performance of the contract, whether as a
joint venture, teaming arrangement or subcontractor. Failure to supply
data in the cover letter for criteria 1 through 9 above may result in
disqualification of the firm. Send required data to: 8110 Industrial

on these criteria, the USAFA Preselection Board will reduce the field
of submitting A-E firms to a maximum of six (6). The qualifications of
these six firms will be reviewed by the Final Selection Board, which
will independently rank the six firms. Evaluations of the three
top-ranked firms will include interviews by the Final Selection Board
members. The firm receiving the highest ranking from the Final
Selection Board will be the first choice for selection for project
01-0105. The second ranked firm will be the first choice for project
01-0106. The third ranked firm will serve as an alternate. The two
firms ranked most qualified will be sent a Request for Proposal (RFP)
with the intent to negotiate rates. If the resulting Request for
Proposal will be issued to a large business, the clause "Small Business
Subcontracting Plan" (FAR 52.219-9) will be included. Offers should
review the applicability of the clause and consider the requirements of
this clause when assembling their team of sub-consultants, providing,
if required, sufficient representation to achieve established goals.
The firms selected are guaranteed a minimum of $5,000.00 in fees for
A-E Services. As projects are identified, delivery orders will be
issued. No single delivery order may exceed $299.000.00 in fees. An
exception to this limitation is the initial delivery order to start the
contract. This order may exceed $299,000.00, but can not exceed the
maximum limitation of the contract $750,000.00 for each additional
year. Appropriate data in response to this notice must be received by
1 June 2000, 1600 Mountain Standard Time. This requirement is being
advertised unrestricted in accordance with the Small Business
