Internal Revenue Service (IRS) plans to issue a Request for Proposal
(RFP) for Digital Telecommunications Switching (DTS) System Services
for the Department of Treasury and its Bureaus for the Washington DC
Metropolitan Area and adjoining suburbs of Northern Virginia and
Maryland. The purpose of DTS2 is to provide telecommunication
operations, maintenance, management, administration, and support
services for existing sites, new sites, and interface contracts and
services through the Seat Management and Service Level Agreement (SLA)
framework using Government Furnished Equipment (GFE). This is an
unrestricted solicitation. For the determination of small businesses
the applicable Standard Industrial Code (SIC) is 4813, 1,500 employees.
The contractor shall furnish all labor, materials, tools, and test
equipment to maintain the current government owned telecommunications
infrastructure and offer new services, as described in detail in the
Statement of Work (SOW). The products and services will be grouped into
service levels according to function and performance requirements. This
will be a Fixed-Price Indefinite-Delivery Indefinite-Quantity (IDIQ)
contract for use by all the Department of Treasury Bureaus. Contract
term: Base period of one year with four one-year option periods. No
site visit is contemplated. All responsible sources may submit a
proposal that will be considered by the agency. The solicitation and
any documents related to this acquisition will be available over the
Internet. Hard copies may be obtained by written request, from the
identified point of contact. However, the closing date for receipt of
proposals shall be the same regardless of how or when issued, i.e.,
electronically or hard copy. These documents will be in Microsoft
Office 97 software and will reside at the following IRS Procurement Web
site: http://www.procurement.irs.treas.gov. A bidder mailing list is
also available at the mentioned site. Prospective offerors shall notify
this office in writing of their intent to submit an offer. It is the
offeror_s responsibility to monitor the mentioned procurement IRS site
for the release of the solicitation, its amendments, and any other
information related to this procurement. Potential offerors are
responsible for downloading their own copy of the solicitation and the
amendments (if any). Offers are due to the contracting officer at the
address listed in item 7 above by 2:00 P.M. Eastern Time on June 29,
2000. All proposals shall be submitted in eight (8) hard copies. See
Section L of the solicitation for detailed information about submittal
