Officer, (304) 625-4031 (i) This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation; a
proposal is being requested and a written solicitation will not be
issued. (ii) This combined synopsis/solicitation is issued as a Request
for Proposal (RFP #837358). The Federal Bureau of Investigation (FBI)
intends to negotiate on a sole-source basis with Siemens Building
Technologies, Inc. Siemens Building Technologies, Inc. is the
manufacturer and installed the heating, ventilation, and air
conditioning at the West Virginia Complex. (iii) This solicitation
document and incorporated provisions and clauses are those in effect
through the FEDERAL ACQUISITION CIRCULAR 97-16. (iv) This solicitation
is not restricted to a set-aside. The standard Industrial
Classification Code is 1711 (Plumbing, Heating, and Air-Conditioning)
and the small business size standard is $7.0 million in annual revenue.
(v) The RFP is for the following CONTRACT LINE ITEM NUMBERS (CLIN):
CLIN 0001: Maintenance Service of a Siemens Building Technologies, Inc.
Heating, Ventilation, and Air Conditioning System and Siemen's System
600 for the period 10/01/1999 -- 9/30/2000. CLIN 0002: Option Period 1

600 for the period 10/1/2000 through 9/30/2001. CLIN 0003: Option
Period 2 -- Maintenance Service of a Siemens Building Technologies,
Inc. Heating, Ventilation, and Air Conditioning System and Siemen's
System 600 for the period 10/1/2001 through 9/30/2002. CLIN 0004:
Option Period 3-Maintenance Service of a Siemens Building Technologies,
Inc. Heating, Ventilation, and Air Conditioning System and Siemen's
System 600 for the period 10/1/2002 through 9/30/2003. CLIN 0005:
Option Period 4- Maintenance Service of a Siemens Building
Technologies, Inc. Heating, Ventilation, and Air Conditioning System
and Siemen's System 600 for the period 10/1/2003 through 9/30/2004. A
firm-fixed price purchase order will be issued. (vi) Maintenance
Services shall include system performance support to assist FBI
operators in identifying, verifying, and resolving problems; training
annually for up to 10 people in Modular Building Controller (2 days),
Unitary Controller (1 day), and Terminal Equipment Controller (1 day);
emergency onsite support Monday through Sunday, 24 hours per day,
including holidays, with a 6 hour response time; documentation to
support each on-site service call and onsite system preventive
maintenance; and account management. (vii) All maintenance shall be
conducted at the Facility located at the following address: Federal
Bureau of Investigation, Criminal Justice Information Services Division
(CJISD), 1000 Custer Hollow Road, Clarksburg, West Virginia 26306, to
the attention of the individual who will be identified on the delivery
order. Items shall be shipped F.O.B. Destination. Training shall be
conducted in Bridgeville, Pennsylvania, on dates within each year
agreed to by both parties. (viii) FAR 52.212-1, Instructions to
Offerors -- Commercial Items is incorporated by reference and applies
to this acquisition. ADDENDUM FAR 52.212-1 Para. (B) Submission of
offers. Submit signed and dated offers by 4:00pm local time May 18,
2000, to the Federal Bureau of Investigation, Information Technology

52.212-2, Evaluation -- Commercial Items is incorporated by reference
and applies to this acquisition. ADDENDUM FAR 52.212-2 Para. (A) The
following factors, in descending order of importance, shall be used to
evaluate offers: price, delivery and past performance. For past
performance evaluation, offerors shall provide names, addresses, and
telephone numbers of three customers, Government and commercial, that
have utilized the offeror's services for the same or similar item
during the past two years. (x) Offerors shall include a completed copy
of the provision at 52.212-3, Offeror Representations and
Certifications -- Commercial Items with offer. Offerors shall ensure
that all Representations and Certifications are executed and returned
