The Program Support Center on behalf of the Substance Abuse and Mental Health Services Administration (SAMSHA) intends to award a simplified acquisition in a sole source basis to Generations United. The basis for this requirement is to 1. Provide technical assistance to States on providing the types of supportive services that families with children who experience serious emotional disturbance need to keep them in their communities. Technical assistance will be provided to (4) different States on how to provide accessible support groups and other supportive services for families of children with serious emotional disturbance, as well as how to develop linkages between State and local child-serving agencies and organizations to increase the array of available services to these families. 2. The contractor will utilize the services of the Brookdale Relatives as Parents Program (RAPP) which is a program designed to provide technical assistance to States by demonstrating techniques for collaboration among various services and delivery systems serving children with serious emotional disturbances and their families. The proposed simplified acquisition is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1.
