Environmental Protection Agency (U.S. EPA) is performing a "market
search" for a contractor to provide support for the U.S. EPA Office of
Water, Office of Wastewater Management (OWM) and the Office of
Groundwater and Drinking Water (OGWDW) in supporting states in
implementing the Clean Water (CW) and Drinking Water (DW) State
Revolving Fund(SRF) programs, authorized under provisions of the Clean
Water Act (Title VI) and the Safe Drinking Water Act (Title XIV). THIS
IS A MARKET SEARCH WHEREBY THE GOVERNMENT IS SEEKING WRITTEN
INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR
PROPOSALS, AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO
REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING
INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP
INFORMATION REQUESTS. NO TELEPHONE CALLS REQUESTING A BID PACKAGE OR
SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO BID PACKAGE
OR SOLICITATION AVAILABLE AT THIS TIME. INFORMATION SHOULD FOCUS ON
THE CAPABILITY TO PROVIDE THE TECHNICAL SERVICES IDENTIFIED HEREIN. The
successful contractor shall provide all necessary labor, materials,
services, equipment, and facilities in support of the efforts
delineated by the statement of work. The contractor shall provide
technical support services to aid the Agency in the following tasks: A)
Support of national and state program design, implementation and
evaluation (including methodologies for cost impact assessment and risk
analysis/environmental benefits); B) Support of development and
implementation of pollution prevention, water efficiency, and small
community outreach activities, e.g., small communities, Indian tribes,
Colonias, etc.; C) Preparation of informational materials such as case
studies, guidance materials, strategies, brochures, reports, and fact
sheets, handbooks, newsletters, training guides, slide shows,
videotapes; and, D) Organization and conduct of public meetings,
workshops, training programs, seminars and conferences. Potential
organizations must possess: 1) thorough understanding of public
(municipal and state) finance principles and methods (public/private)
of alternative financing and program management; 2) thorough
understanding of the development, review, implementation, and
evaluation of state and local water quality and drinking water
programs; 3) thorough knowledge of the CW/DW SRF programs; 4)
demonstrated experience conducting policy analysis and program
evaluation; and 5) the ability to effectively communicate with a
variety of state and local audiences. The contract will require
management of multiple, concurrent work assignments which will require
long-term as well as quick turn-around responses essential to the
statutory responsibilities of the Office of Water. The applicable SIC
Code is 8742, with a size standard of $5 million. ANY INTERESTED FIRM
SHOULD SUBMIT A CAPABILITY STATEMENT WHICH DEMONSTRATES THE FIRM'S
ABILITY TO SUPPORT THIS EFFORT BY MAY 26, 2000. Responding firms should
indicate whether they are a large or smallbusiness in relation to the
above SIC Code and size standard. Supporting documentation should be
submitted in duplicate to Sharon Clement, US EPA, CMD-Norwood, 26 W.
Martin Luther King Drive, Cincinnati, OH, 45268. It is anticipated that
a cost plus fixed fee/level-of-effort contract will result from the
award of the solicitation. The maximum estimated total potential level
of effort for the contract is 100,100 direct labor hours over a
five-year period if all options are exercised. It is anticipated that
this solicitation will be issued in August, 2000. Note 26 APPLIES.
