NAVY SMALL BUSINESS PROCUREMENT OPPORTUNITIES CONFERENCE The Navy Gold Coast 2000 Small Business Procurement Opportunity Conference will be held on June 1, 2000 at the Ventura Holiday Inn Beach Resort Hotel in Ventura, California. The conference host for the 12th annual event is the Naval Sea Systems Command, Port Hueneme Division, Naval Surface Warfare Center. It is co-sponsored by the Naval Air Warfare Center, Weapons Division Point Mugu/China Lake and the Naval Facilities Engineering Command, Seabee Logistics Center, Port Hueneme. The one-day conference will run from 7:15 AM to 4:00 PM. Representatives of major DOD, Federal, Civilian Agency and Prime Contractors buying activities will be brought together with small business concerns interested in selling their products and services to the Government and prime contractors. Keynote speaker will Ms. Nancy Tarrant, Director of Small & Disadvantaged Business Utilization, Office of the Secretary of the Navy. Ms. Tarrant will provide an overview of the current Navy Small Business Program and achievements. Special guest speaker will be Mr. Scott Denniston, Office of Veterans Affairs, Director of Small & Disadvantaged Business Utilization. He will speak on the elements of recently enacted legislation, Veterans Entrepreneurship and Small Business Development Act of 1999 (Public Law 106-50) and its impact on firms owned by veterans. In addition to individual counseling by the activity representatives and presentations by the speakers, the Department of Defense (DOD) Western Regional Council for Small Business Education and Advocacy will conduct training seminars throughout the day. Subjects will include Finding Contract Opportunities in the Federal Market Using Electronic Commerce presented by the regional office of the DOD funded Electronic Commerce Resource Center in San Diego. Additionally, there is a seminar on the Government Commercial Purchase Card Program. The presenters in this session will be the Purchase Card Program Managers of the four major Navy activities in the area with card programs. The sessionwill not only cover the basic elements of the program but also go into new facets including use of the card to facilitate rapid payment of acquisitions over $2,500.00 and other buyer mechanisms such as letters of agreement. A third seminar will be offered on Subcontracting Concepts. It is designed to inform suppliers on how to deal with prime contractors, what is expected of the supplier and of the prime contractor's responsibility to them.
