Privatization is defined as the transfer of ownership,
responsibilities, investments, upgrade, plant replacement, continued
operation and maintenance of the Army-owned utility system. The
Contractor will be required to comply with all Federal, state and local
environmental and safety laws. Fort Benning currently uses
Government-owned facilities to distribute natural gas within the
installation boundaries and to deliver the natural gas to the master
meter points between United Cities Gas Company distribution system and
the downstream Government-owned facilities that are exclusively used
to provide natural gas service for Fort Benning. Estimated natural gas
usage for the first year is 1,100,000 MMBTUs. The contract will be for
a period of fifty (50) years. If a large business firm is selected, the
firm must comply with FAR 52.219-9 regarding the requirement of
subcontracting plan. Fort Worth District's subcontracting goals are:
61.4% of the contractor's total intended subcontracted amount be placed
with small businesses; 9.1% of the total subcontracted amount be placed
with small disadvantaged businesses; 5% of the total subcontracted
amount be placed with woman-owned small businesses; 2% of the total
subcontracted amount be placed with historically black colleges or
universities/minority institutions; and 0.5% be placed with certified
HUB-Zone firms. The solicitation will issue on or about 1 June 2000
with proposals due on or about 5 July 2000. Offerors may view and/or
download this solicitation and all amendments from the Internet at the
following address http://ebs.swf.usace.army.mil. This solicitation
will be placed on Compact Disk (CD-ROM) and will be provided free of
charge. Hard copy (paper) copies will not be provided. Offerors are
required to register to receive the CD-ROM at the aforementioned web
address; however, facsimile requests may be sent to 817/978-3462, ATTN:
Leslie Bearden. Notification of amendments will be made through either
3.5" diskette, CD-ROM, and/or the Internet; however, the Government
reserves the right to use only the Internet as notification of any
changes to this solicitation. It is, therefore, the contractor's
responsibility to check the Internet address daily for any posted
changes to this solicitation. The SIC is 4923 and the small business
size standard is $5,000,000. All responsible sources may submit an
offer which will be considered by the agency. No express mail
procedures will be utilized on initial mailing of solicitation CD-ROMs.
