This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This is a request for
quotations 0303-BA-0-035 and incorporates provisions and clauses in
effect through Federal Acquisision Circular (FAC) 97-17. The standard
Industrial Classification Code for this work is 7335 and the small
business size standard is $5 Million. Offerors shall provide: prices
for two line items based upon FOB Destination, 52.212-3 completed,
resume, and past performance portfolio. Offers may be faxed to Brenda
Anderson, USDA Forest Service (605)673-5567, mailed to Black Hills
National Forest, RR 2 Box 200, Custer SD 57730-9501, or emailed to
bjanderson@fs.fed.us in Microsoft Word format. Offers should be at the
above office by the CLOSE OF BUSINESS on MAY 24, 2000. QUOTE ITEM 01:
Re-photograph a minimum of 40 and maximum of 55 sites where the
orgininal Black Hills 1874 Custer Expedition photographs were taken.
QUOTE ITEM 02: Locate & document original photo sites with Global
Positioning System. The Photographer shall furnish all necessary labor,
supervision, transportation, equipment, materials, supplies, and
incidentals necessary to provide photographs in accordance with the
following specifications: The Photographer is responsible for locating
each 1874 photo sites which are scattered throughout the Inyan Kara
area in Wyoming, to the Southern Black Hills of South Dakota, and to
Bear Butte of South Dakota. The photographer shall match each of the
scenes as precisely as possible, showing whatever rocks, trees, plants,
and vistas from the 1874 picture which remain visible in the current
scene by using lenses with a similar field of view as were used in 1874
glass plate camera by the original photographer. Each scene shall be
taken with both black and white (b&w) and color film. The Photographer
shall provide to the Forest Service one (1) set of photos for each
site/location. Each set will include: color negative, 5x7 color print,
b&w negative, and 5x7 b&w print. Photographs and negatives will become
the property of the US Forest Service for unrestricted, un-copyrighted
use. Photographs must be taken from July 2 to August 25, 2000 to match
as nearly as possible the original timeframs of the 1874 expedition
photographs. DELIVERY DEADLINE for photographs is SEPTEMBER 15, 2000.
Payment will be lump sum upon delivery of acceptable photographs. The
