Work consists of furnishing all layout, survey, plant, labor, supervision, quality control materials, equipment, machines, tools, appliances, services, supplies and incidentals and performing all operations in connection with the repair of base streets/parking lots including, but not limited, to pavement section replacement with concrete or asphalt, pothole repair, asphalt overlays and seal coats; the construction of new supporting facilities including, but not limited to, driveways, drainage swales, sidewalks, pavement markings, curbs and gutters; and providing other miscellaneous construction activities such as, but not limited to, constructing new streets, excavation, backfill, demolition, surveying and seeding). The contractor will be required to furnish all materials, equipment and personnel necessary to estimate, plan, manage and accomplish each specific job as identified by the Base Engineering. Individual jobs will vary in size with the majority expected to be of a small to medium size. The performance period is one (1) base year with one (1) option year. The guaranteed minimum for the basic year is $50,000 and $50,000 for the option year. The successful contractor will be selected using past performance/price trade-off procedures resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest proposed price. Offerors shall submit proposals that can be accepted solely on the basis of the initial offer, as the government may proceed with award of a contract without further discussion.
