synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotations are being requested and a written
solicitation will not be issued. Solicitation 53SBNB060070 is issued as
a Request for Quotation (RFQ) using Simplified Acquisition Procedures.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-15. This
action is set aside for small business. The Standard Industrial
Classification (SIC) code is 5045 and the size standard is 100. The
National Institute of Standards & Technology (NIST) intends to obtain
an ICCD Camera System in accordance to the specifications identified
below. The Contract Line Item Number (CLIN), quantities, and unit of
issues are as follows: CLIN 0001, ICCD Camera System gating speed 0.2
ns with Enhanced IR photo cathode on Quartz to include the following
specifications: 1) The camera shall be an integrated intensified-CCD
camera system with a standard C-mount for mechanical/optical connection
to a f/0.8 objective lens and its distortion must be less than 0.1
pixel. 2) The camera system shall have a 25 mm Micro Channel Plate
(MCP) with Enhanced IR photocathode on Quartz. 3) The camera system
shall have a system equips HAD interline CCD chip with 768 x 494 (H x
V) pixels with correlated double sampling and dark current corrected.
4) The camera system shall have a fastest opening (closing) time for
photocathode must be less than 100 ps and jitter is less than 20 ps.
The shortest total shutter time must be no longer than 200 ps. The
longest exposure and delay times are up to 80 s. 5) The camera system
shall be variably programmable for multiple delay and exposure
sequences in 100 ps steps. 6) The camera system shall possess a single
photon sensitivity, better than 1 nLux at 80 s gate time, 16 bit
dynamic range. CLIN 0002, Pletier Cooling. CLIN 0003, Frame grabber
board with cable. CLIN 0004 Warranty. The Government requires a 12
month warranty on all parts and labor. Required delivery within 30 days
from contract award. FAR 52.247-34 FOB Destination, Delivery location
is National Institute of Standards and Technology, 100 Bureau Drive,
Building 301, Shipping & Receiving, Gaithersburg, MD, 20899-0001. The
provision at FAR 52-212-1, Instructions to Offerors -- Commercial Items
are applicable to this acquisition. The provision at 52.212-2,
Evaluation-Commercial Items, applies to this acquisition. The
Government will make award to one offeror. Award will be made to the
offeror whose quote offers the best value to the Government, technical,
price, and other factors considered. The Government will evaluate
information based on the following criteria listed in descending order
of importance with the TECHNICAL FACTORS when combined are
significantly more important than price. 1) Technical capability factor
" Meeting or Exceeding the Requirement," and 2) Past Performance.
Technical capability factor is worth three-fourths of the total point
score. Technical and Past Performance, when combined, are significantly
more important than price. 1) Meeting or Exceeding the Requirement.
Evaluation of this factor will be based on the information provided in
the technical quotation. The Government reserves the right to make an
award without discussions. Offerors shall address ALL requirements
herein, and shall provide clear evidence of understanding, ability and
willingness to comply with the Government's specifications. Failure to
address a specification/requirement will be construed by the Government
as inability to meet the need. 2) Past Performance. Past Performance
factor is worth one-fourth of the technical points. Evaluation of this
factor will be based on the references provided IAW FAR
52.212-1(b)(10). (Offerors must provide a list of at least three (3)
references confirming the use of this analyzer. The list of references
shall include a minimum: The name of the reference contact person and
the company or organization; The telephone number of the reference
contact person; The contract or grant number; The amount of the
contract and the address and the telephone number of the Contracting
Officer if applicable; And the date services were completed. Offerors
shall comply with the provision at FAR 52.212-1(b) and submit 1) Three
(3) copies of quotation which addresses CLIN 0001-003; 2) three (3)
copies of technical description of the items being offered in
sufficient detail to evaluate compliance with the requirements in this
solicitation and a copy of the terms and conditions of the proposed
warranty; 3) Two (2) copies of the most recent published price list(s);
And 4) Two (2) copies of a list of references. Offerors shall include
a completed copy of the provision at 52.212-3, Offeror Representations
and Certifications- Commercial Items (Feb 2000), with its offer, which
may be downloaded from http://www.arnet.gov/far. The clause at
52.212-4, ContractTerms and Conditions-Commercial Items (May 1999)
applies to this acquisition. The clause at 52.212-5, Contract Terms and
