052600 POC Velinda Nix 312/751-3387 DESC: I. Background: The U.S.
Railroad Retirement Board (RRB) presently manages its fixed assets
using a subsystem of the Federal Financial System (FFS) by American
Management Systems (AMS), Inc. The RRB currently manages about 8000
items nationwide on the FFS subsystem. II. Requirement: The RRB seek
sources to provide a newly manufactured in current production
replacement system to manage fixed assets. The fixed asset management
system may be a mainframe or PC based application. The package(s)
offered should have the characteristics and capabilities described
below. Companies having the ability to furnish this software are
requested to provide written notification (including the telephone
number and name for a point of contact). III. A. Submission of proposed
product. The written notification must contain detailed data about the
software, price, whether the software runs on a Windows NT server or
mainframe OS 390, and any opportunties to run the proposed product
on-site or a trial/test basis. The notification should be sent to the
processing office in this notice within 15 calendar days from the date
of this synopsis. B. Performance Requirements. Interested parties
shall provide information on how suggested products perform the
following functions and exhibit the following characteristics: 1.
Fields must be fully definable to fit the RRB's needs. The following
fields are necessary to track assets: Unique ID, Bureau ID, Asset
category, Product/model, Location, Organization (4 digit code), User
name or usage, CPU type & speed, Manufacturer, Description, Serial
Number, Date received, Maintenance/warranty timeframe,
Maintenance/warranty details, PO number for maintenance contract, PO
number for equipment, Purchase cost, Miscellaneous comments,
Depreciation method, Useful life. 2. Automated data conversion must be
provided from Paradox and Access databases, CICS/VSAM tables, IDMS
database files, any flat files currently used by the RRB, and other
relational databases. 3. Duplicate entry edit checks shall be present
for data in all key fields. 4. Automatic asset depreciation
calculations must be present and user configurable. 5. Interfaces with
RRB's external systems (VSAM files and flat files) must be present or
easily created. 6. The system shall support many types of assets such
as leasehold improvements, software, equipment, and capital assets
based on a dollar threshold value. 7. The system shall interface with
bar code reading "scanner" systems (code 39) to improve accuracy and
speed in inventory control. 8. System generated menu for the initial
entry and as documents are added, changed or deleted. 9. Access to view
documents can be limited to authorized users or groups. 10. The product
shall allow for future expansion. 11. The system must be compatible
with the attached lists of RRB hardware and software. 12. Full ad-hoc
reporting capabilities shall be present. II. C. CONTRACTOR/CONTRACT
INFORMATION Interested parties shall provide this information of

copy of GSA or GWAC terms and conditions, price schedule, etc., with
submission. III. Additional RRB Systems Information Available. Upon
written request, the RRB will provide a document detailing the current
software and hardware in use at the RRB. Requests may be submitted to
the address identified above or faxed to 312/751-4923. No telephone
calls will be accepted. RRB does not intend to award a contract on the
basis of this request or to pay for the information solicited. THIS IS
NOT A SOLICITATION FOR OFFERS OR BIDS. The RRB shall not transmit
