D -- TELECOMMUNICATION SERVICES SOL ACB-0-Q-0047 DUE 051100 POC Mike Sheridan (802) 872-4102 Fax (802) 951-6455 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quates are being requested and a written solicitation will not be issued. This solicitation (ACB-0-Q-0047) is issued as an RFQ and incorporates provisions and clauses in effect through FAC 97-16. The proposed contract is 100% set aside for small business concerns. See numbered Note 1. This requirement is for a digital phone recording system to be installed at our USINS Facility at 188 Harvest Lane in Williston, Vermont. The voice recording system must be digital and capable of interfacing with a Nortel Meridian phone switch. The system must record and playback digital signals with no conversion to analog signals. The system must generate an audible beep tone on both incoming and outgoing recorded call at the handset level. The system must be able to generate this beep tone without the conversion of the signal to analog. This tone must be heard by both parties on the call. The system must be able to record at the extension level with the capability to exclude selected extensions without the interruption of general recording. The option to start and stop the recording of calls in wire tap situations must be possible with the initial equipment and minimal upgrade costs for peripherals. The system must be highly secure and operate with a GUI interface on either Windows 95 or NT. The system must be built on top of a highly reliable SQL database for ease of storage and retrieval of recorded calls. The operating interface must allow for the immediate location of recorded calls without having to transgress through volumes of data. The ability to tag and store call markers to expedite the retrieval of calls must be included. The ability to retrieve archived recordings must require a minimal time and not interrupt the logging of current activity. The call database must be unlimited in file size in order to prevent the loss of recorded calls and allow for expansion without additional hardware. The system must be able to record onto multiple media simultaneously, including but not limited to DVD and hard drive for redundancy. The system must provide automated notification of system failures including but not limited to the requirement to replace the archive media. The system must include a reporting interface, as well as, an audit log to track the retrieval of call logging information and monitor system interface activity.
