to negotiate with AIL Systems Inc., 455 Commack Road, Deer Park, New
York 11729-4591 on an other than full-and-open competitive basis for
conversion and retrofit of up to 96 Airborne Instrumentation
Package-Fixed Wing (AIP-FW) Nosecone and associated technical data,
repair services, and spare antenna subassemblies. The conversion
consists of changing the operating frequency of the nosecone from 144
MHz to 433 MHz and the retrofit consists of replacing the 180
Hemispherical GPS Antenna with a 360 Spherical Antenna. The Government
estimate a delivery date of seven months after the date of award for
the first 15 nosecones and six weeks thereafter for each additional 15
nosecones. A Firm Fixed Requirements contract is anticipated for a
base year and four (4) one-year options, for a total of five (5) years.
Award is anticipated on or before 30 September 2000. This requirement
is being procured under statutory authority permitting other than
full-and-open competition, 10 US Code Section 2304 (c) (1), only one
responsible source and no other supplies or services will satisfy the
agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All inquiries

whether to conduct a competitive procurement. The Navy intends to
release the solicitation via the Internet on or about 22 May 2000 under
