NOTICE. This solicitation is for the Directorate of Public Works (DPW)
services at the US Army Garrison Hawaii located on the island of Oahu.
This is a commercial activity cost study pursuant to the Office of
Management and Budget (OMB) Circular A-76. The intent of this study is
to determine the most efficient and cost effective method of providing
Public Works services at Fort Shafter and Schofield Barracks, Hawaii.
This notice does not constitute a commitment by the Government. This
study will determine whether these services should be performed under
a contract with commercial sources or through the federal work force.
A Government proposal to provide these services is being developed and
a contract may or may not result. A cost-plus-award-fee type contract
is anticipated if awarded to a contractor. The contractor shall
provide Real Property Maintenance Activities services which includes
maintenance and repair of real property, minor construction,
engineering, housing, and environmental support to all organizations,
subordinate units and assigned military organizations for all US Army
Pacific (USARPAC) Army organizations (assigned, attached or tenant) on
the islands of Oahu, satellite operations on the islands of Hawaii,
Maui, Guam and American Samoa. The DPW also provides Joint Services
Interior Intrusion Detection Systems (JSIIDS) support to the Army
Reserve Center on American Samoa. A single award is intended for this
requirement. The scope of work includes the complete operation of the
following: 1. BUSINESS MANAGEMENT: Includes the work requests
management system, automated data processing support (ADP), management
analysis and industrial engineering support. 2. HOUSING: Includes the
facilities management for military family housing, management of ADP
system, Community Home-finding, Relocation and Referral services
(CHRRS), furnishing management, unaccompanied personnel support, and
General Officer's/Historical Quarters support. 3. ENVIRONMENTAL:
Includes compliance with laws and regulations, providing environmental
training, and hazardous waste transfer and accumulation point support.
4. ENGINEERING PLANS AND SERVICES: Includes the development and design
of installation engineering projects, project management, develop and
maintain the installation master planning, maintain installation
Military Construction Army and engineering management for electrical
systems, paving, drainage, bridges, special structures and agronomy. 5.
OPERATION SUPPORT: Includes preparation of briefing packages,
preparation of information papers, preparation of weekly reports,
preparation of quarterly training briefs, preparation of annual
historical reports, updates and maintains emergency recall lists for
USARPAC and installation operations center, receive and resolve
customer complaints and inquiries, provide training for troop self-help
program and management of troop construction. 6. FACILITIES OPERATION,
MAINTENANCE AND REPAIR: Includes the manage, maintain and report of
real property facilities, prepare and provide scoping and detailed work
estimates, maintenance and repair of organization vehicles and
equipment. Also includes is the management, maintenance, repair and
replacement of the following: air conditioning and refrigeration
systems and equipment, boiler plant equipment and water heating
equipment, exterior and interior electrical devices and systems,
JSIIDS, plumbing systems carpentry services, masonry services,
metalworking services, painting services, operate troop self help
store, pest control services, maintenance and repair of surface areas,
maintenance and repair of grounds, preventive maintenance and
unscheduled maintenance of equipment. Proposal evaluation will be in
accordance with OMB Circular A-76 and Section M of the Request for
Proposal (RFP). RFP issuance date will be on or about 2 November 2000.
Any resulting contract will have a performance period consisting of a
base year with four option periods. The proposed procurement will be
issued as unrestricted. The SIC is 8744 with smallbusiness standard of
$20.0 million. The solicitation will be issued on Compact Disks and
may be available by downloading from the Directorate web site once
established. NO HARD COPIES OF THE SOLICITATION ARE AVAILABLE AND NONE
WILL BE PROVIDED. This is a new requirement and previous procurement
