The Air Force Flight Test Center (AFFTC) Edwards AFB, CA is conducting a cost comparison study of the Civil Engineering and Transportation functions. The Government is currently performing Civil Engineering and Transportation services and a cost comparison study under OMB Circular A-76 will be conducted to determine the most cost-effective mode of operation. A single solicitation will be issued for this multi-function study. A contract will not be awarded if Government performance is determined to be more advantageous.
