Contracting, Fort Bragg, NC is soliciting proposals for an OMB Circular
A-76 Cost Comparison Study to provide library services for the
Community Activities and Services Business Center (CASBC). The
requirement for Library Services includes providing all resources and
management necessary to perform information resource services to the
Fort Bragg Community, including reference, inter-library loan,
children's, microforms, troop support and lending library. Major task
areas include administration, automation and technology, collection
management, technical services (ordering, cataloging, and processing),
reference and reader's advisory services, and library marketing and
instruction. The performance period includes a base year and four
one-year option periods. A separate phase-in period is required. The
anticipated contract type is Firm-Fixed Price. The solicitation is 100%
Small Business Set-Aside. The Standard Industrial Classification (SIC)
Code applicableto the solicitation is 8231. The size standard is $5
million. The FSC/Service Code is R605. Proposal evaluation will be in
accordance with the procedures set forth in OMB Circular A-76, Army
Regulation 5-20, Department of the Army Pamphlet 5-20, the Source
Selection Evaluation Plan, and Section M of the Request for Proposals.
In accordance with OMB Circular A-76, the proposal deemed to represent
the best value to the government will be compared to the government's
proposal to perform said services. The solicitation will not result in
contract award if the Government performance is determined to be more
advantageous. The study will determine if it is more economical to
contract out the functions to a commercial activity or retain the
functions within the federal workforce. This notice does not constitute
a commitment by the Government. The Government will issue the
solicitation and amendments (if any) electronically via the internet.
