COMMERCE BUSINESS DAILY ISSUE OF MAY 8,2000 PSA#2595ENVIRONMENTAL SYSTEM It is the intent of the National Institutes of
Health to award a sole source contract to Rees Corporation to provide
the following services in the Louis Stokes Laboratories (Building 50):
design, furnish and install a Rees Series 11-PC Environmental system.
The system shall monitor laboratory refrigerators, freezers, cold
rooms, warm rooms, and other research equipment. The system shall be
capable of monitoring up to 12,800 analog or digital inputs. Inputs
shall be universal, capable of any type of analog or switch sensor
monitoring, including but not limited to temperature, pressure, PH,
salinity, humidity, flow rate, flood, power failure, security breach
and fluid level. It shall deliver and record alarm messages and be
interrogatable via telephone, the NIH's Rees campus central monitoring
system, and the NIH's existing Landis & Staefa System 600 building
automation system (BAS). The system shall be personal computer based
and Windows compatible. The system software shall be installed on the
existing Building 50 BAS personal computer work station shall have a
data "gateway" to communicate with BAS. Additional computers may not be
installed at any monitoring point, either in Building 50 or at the
existing or future campus monitoring point(s). The operator at existing
or future campus central monitoring points must be able to monitor
alarms from Building 50 as well as other Rees systems throughout the
campus from the same terminal, using the same software. The system
shall include all software, hardware, wiring, and probes for
environmental rooms. Additional probes shall be available for purchase
off GSA Schedule. The Contractor shall provide all programming and
training. Warranty provisions shall include technical and operational
support with on-call personnel responsible for maintenance and
operational procedures to include training of NIH personnel. See note
