NASA/LaRC plans to issue a Request for Quotation (RFQ) for on-site training on Proprietary ProEngineer Software to include the topics "Fundamentals of Drawing" (5 days), "Fundamentals of Design" (5 days), "Advanced Surfacing" (2 days), "Motion in Assemblies" (1 day), and "Import and Exporting 3D Data" (1 day). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Parametric Technology Corporation (PTC), Charlotte, NC, as they have unique services available from only one source. The software "Pro Engineer" was developed by PTC, which contains proprietary information and training on the software is available only from instructors certified by PTC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 19,2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
