consists of twelve (12) Barracks Buildings to be awarded over a three
year period to upgrade the buildings to the new Army Standard. Work
includes demolition, architectural renovation and upgrades to the
electrical, mechanical, plumbing, HVAC, fire alarm and supporting
utilities and landscaping. The buildings contain sleeping/living rooms,
a common area day room, and a common area laundry room. Provisions for
the handicapped are not required. Asbestos abatement is required.
Estimated cost range of project is $25,000,000 to $100,000,000. Network
Analysis System will be required. Solicitation will be issued in paper
only. Offerors are required to submit both cost and proposal
information as stated in the solicitation. The Government will evaluate
proposals using a Low Price/Technically acceptable basis. The following
evaluation criteria will be used for selection: Factor 1. Construction
team past performance Offerors shall be rated on contracts performed
in the last fiveyears specifically involving general/barracks
construction. Sub-Factor A. Timeliness of performance Offerors shall be
rated on their success in completing past general/barracks construction
on schedule. Sub-Factor B. Quality of performance Offerors shall be
rated on their success in complying with requirements of past contracts
and standards of workmanship exhibited in past contracts. Factor 2.
Effectiveness of Management Offerors shall be rated on their
understanding and capability of successfully completing projects
involving general/barracks facilities. The following management
sub-factors will be used to rate the offers: Sub-Factor A. Management
Structure Offerors shall be rated on the performance of specific
members, quality control chief, superintendent, and project manager in
completing general construction projects. Sub-Factor B. Internal
Controls Offerors shall be rated on the quality of their discussion
regarding internal controls and processes for management of personnel,
subcontractors, budgets, schedule and scope changes. THIS SOLICITATION
IS ISSUED ON AN UNRESTRICTED BASIS PURSUANT TO THE "BUSINESS
OPPORTUNITY DEVELOPMENT REFORM ACT OF 1988" (PUBLIC LAW 100-656). All
requests for solicitation must be made in writing and received no later
than 05/17/00. Plans and specifications are available Monday through
Friday, 8:30 A.M. to 5 P.M., 100 West Oglethorpe Avenue, Savannah,
Georgia 31401-3640. Requests must indicate the company's STREET ADDRESS
AND NINE-DIGIT ZIP CODE, area code and telephone number. A LIMITED
NUMBER OF SOLICITATIONS WILL BE PREPARED AND ISSUED ON A FIRST
