DESCRIPTION OF WORK This is a Design Build Contract. The work includes all labor, materials and equipment necessary to design and renovate the Bachelor Enlisted Quarters (BEQ), Building 26, at Naval Medical Center, San Diego, California as shown on the Request for Proposal (RFP) drawings and in accordance with the requirements specified in the RFP. The BEQ is located within a facility that houses functions other than those associated with a BEQ. The BEQ functions are housed on floors 2 through 6. This renovated facility will house 316 enlisted personnel. The work shall include all architectural and engineering design based specifically on drawings provided as a part of this RFP, demolition and renovation of a complete and usable BEQ facility including building systems, equipment, finishes and fixtures. The renovation work in this BEQ facility, Building 26, is largely limited to floors 2 through 6. Repair and replacement work related to the structural, mechanical and electrical work will be carried out on the ground floor (aka first floor) and the three basement levels. Work in the facility shall be carried out in phases. Contractor is responsible for the phasing of work on the basement levels and the first floor. -- The budget limitation is $17,100,000. Firm Fixed Price Contract. -- Contract duration is not to exceed three years. -- The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering "Price", "Technical", and "Past Performance", and other evaluation factors. The following evaluation criteria has been established: Factor 1 (Past Performance), Factor 2 (Technical) and Factor 3 (Price) which are weighted equal. Within the Technical Factor, the following Subfactors are listed in order of importance: Subfactor 1, Desirable Items, Subfactor 2, Project Specific Work Plan/Schedule, Subfactor 3, Experience and Qualifications of Prime Contractors/Subcontractors, and Subfactor 4, Subcontracting Effort. -- A site visit and a pre-proposal conference will be scheduled on the final synopsis. -- Time and place will also be provided. -- Participants must reserve seating a minimum of two (2) days in advance of the conference date by contacting Julie Torres at (619) 556-3697. -- This is not a public bid opening. -- The Standard Industrial Code is 1522 and the annual size standard is $17 million. -- It is recommended that the subcontracting goals for this solicitation is 25% for Small Business, 5% for Small Disadvantaged Business, 5% woman-owned small business, and 1% for Hub Zone.- In accordance with FAR 5.102 (a)(7), availability of the solicitation will be limited to electronic medium; the solicitation will be available for download free of charge via the Internet World Wide Web at http://esol.navfac. navy.mil/ -- Hard copies (paper sets) or CD-ROM of solicitation will not be provided by the Government.
