Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA
intends to procure on an other than full and open competition basis,
Emergency Oxygen Subsystem Assemblies (PN/CN 269D550-1) from East/West
Industries, Inc., 80 13th Avenue, Ronkonkoma, NY 11779. The Emergency
Oxygen Subsystem Assembly is the backup oxygen supply for personnel
during high altitude parachute descents. These Oxygen Subsystem
Assemblies are a critical component of the E-2C Parachute Survival
Ensemble (PSE). The PSE is an improved parachute/survival system for
E-2C aircrew members. The above requirement will be negotiated with
East/West Industries who is currently the only qualified source
providing the Oxygen Subsystem Assemblies meeting the requirements of
the E-2C PSE drawing package. The Emergency Oxygen Subsystem is a
modification of an existing East/West Industries proprietary design,
with East/West retaining the rights to the Emergency Oxygen Subsystem's
design as well as the design of the factory test equipment.These oxygen
assemblies will be provided as GFM to SEI, Asheville, NC, to use in the
manufacture of E-2C Parachute Survival Ensembles. An Indefinite
Delivery Indefinite Quantity (IDIQ) firm fixed price supply contract is
contemplated for a three-year base period starting approximately 1 Oct
2000, and two one-year option periods. Delivery schedule will be in
accordance with individual delivery orders. The requirement consists of
up to 607 units for the basic three years and up to 50 for each of the
two option years. FOB Destination. Maximum quantities are not
guarantied by the Government. A request for proposal (RFP) will be
posted and available electronically on or around May 23, 2000 at the
