synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotations are being requested and a written
solicitation will not be issued. Solicitation 53SBNB060073 is issued as
a Request for Quotation (RFQ) using Simplified Acquisition Procedures.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-15. This
action is set aside for small business. The Standard Industrial
Classification (SIC) code is 3629 and the size standard is 500. The
National Institute of Standards and Technology (NIST) intends to obtain
a DVD Replica Analyzer in accordance to the specification identified
below. The Contract Line Item Number (CLIN), quantities, and unit of
issues are as follows: CLIN 0001, DVD Replica Analyzer to include the
following specifications: 1) Hardware: The anlyzer shall utilize a
Pulstec SPD 1000 DVD drive. 2) Software: The analyzer shall utilize
window based software and fully networkable. 3) The analyzer shall
support DVD Video (DVD5, 9, 10, 18), DVD-ROM and all regions. 4) The
analyzer shall measure a full range of parameters as described in DVD
Specifications Version 1.0 including Logical, Digital, HF Signal,
Tracking Servo Signals, Physical and Jitter Measurements. Information
on how to obtain the DVD Version 1.0 (Video Recording) specifications
are available from http://www.dvdforum.com. It is the sole
responsibility of the offeror to verify compliance w/DVD Version 1.0
specification and certify in their quote to the Government its
compliance with the specification. 5) The analyzer shall be able to
eliminate both radial and tangential disc tilt in measuring jitter.
CLIN 0002 Calibration Disc. CLIN 0003 Warranty. The Government requires
a 12 month warranty on all parts and labor. The Contractor shall
provide microcomputers, including personal computers, monitors, and
printers, to meet "EPA Energy Star" requirements for energy efficiency.
They shall be equipped with the energy efficient low-power standby
feature as defined by the EPA Energy Star computers program. This
feature shall be activated when the equipment is shipped and shall be
capable of entering and recovering from the low-power state unless the
equipment meets Energy Star efficiency levels at all times. Required
delivery within 30 days from contract award. FAR 52.247-34 FOB
Destination, Delivery location is National Institute of Standards and
Technology, 100 Bureau Drive, Building 301, Shipping and Receiving,
Gaithersburg, MD 20899-0001. The provision at FAR 52-212-1,
Instructions to Offerors -- Commercial Items are applicable to this
acquisition. The provision at 52.212-2, Evaluation- Commercial Items,
applies to this acquisition. The Government will make award to one
offeror. Award will be made to the offeror whose quote offers the best
value to the Government, technical, price, and other factors
considered. The Government will evaluate information based on the
following criteria listed in descending order of importance with the
TECHNICAL FACTORS when combined are significantly more important than
price. 1) Technical capability factor "Meeting or Exceeding the
Requirement," and 2) Past Performance. Technical capability factor is
worth three-fourths of the total point score. Technical and Past
Performance, when combined, are significantly more important than
price. 1) Meeting or Exceeding the Requirement. Evaluation of this
factor will be based on the information provided in the technical
quotation. The Government reserves the right to make an award without
discussions. Offerors shall address ALL requirements herein, and shall
provide clear evidence of understanding, ability and willingness to
comply with the Government's specifications. Failure to address a
specifications/requirement will be construed by the Government as
inability to meet the need. 2) Past Performance. Past Performance
factor is worth one-fourth of the technical points. Evaluation of this
factor will be based on the reference provided IAW FAR
52.212-1(b)(10). (Offerors must provide a list of at least three (3)
references confirming the use of this analyzer. The list of references
shall include a minimum: The name of the reference contact person; The
contract or grant number; The amount of the contract and the address
and the telephone number of the contracting Officer if applicable; And
the date services were completed. Offerors shall comply with the
provision at FAR 52.212-1(b) and submit 1) Three (3) copies of
quotation which addresses CLIN 0001-0003; 2) three (3) copies of
technical description of the items being offered in sufficient detail
to evaluate compliance with the requirements in this solicitation and
a copy of the terms and conditions of the proposed warranty; 3) Two (2)
copies of the most recent published price list(s); and 4) Two (2)
copies of a list of references. Offerors shall include a completed copy
of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items (Feb 2000), with its offer, which may
be downloaded from http://www.arnet.gov/far. The clause at 52.212-4,
Contract Terms and Conditions-Commercial Items (May 1999) applies to
the acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items
