The Federal Bureau of Prisons (BOP) is seeking to purchase an Internet accessible automated employment application processing system and services under the commercial item procedures allowed by Federal Acquisition Regulations Part 13.5. The BOP's requirement is for a system and related services that will allow applicants for both external delegated examining positions(i.e. Correctional Officers, Medical Officers, Drug Treatment Specialists, Nurse Practitioners, Clinical Psychologists, Physician Assistants, Counseling Psychologists, etc.) and internal merit promotion positions to apply on-line for a specific job at a specific location using a question and answer format. The system must be capable of accepting and scoring applications in accordance with federal regulations outlined in the Delegated Examining Operations Handbook, the OPM Qualifications Standards Handbook; Title 5, United States Code; 5 CFR; the Department of Justice Orders; and the Federal Bureau of Prisons Program Statement 3000.2. This includes the ability to apply Veteran's Preference rules, performance appraisal ratings, and awards received to any applicable score and placing the applicants in proper score order on a "best qualified" listing for the hiring manager. The requirement is for a base period of one-year and four one-year option periods.
