The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) has a transition period requirement for life cycle maintenance support of three DTHs located at Fort Detrick, Maryland Wahiawa, Hawaii Hancock Field (Syracuse), New York. The DTH sites are programmed to be closed and this acquisition is for continued services until closure. The requirement will continue lease of contractor owned legacy equipment including maintenance of primarily contractor-owned and some Government-owned equipment. The requirement is currently being provided by DynCorp Information Systems LLC (formerly GTE Information Systems LLC), Chantilly, Virginia under contract DCA200-00-C-5010. DynCorp (GTE) designed, engineered and installed this highly specialized, one-of-a-kind DTH message switching system. The Agency intends to issue a contract for the transition period requirement. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1). This synopsis should not be considered a request for competitive proposals, but it is the Government's attempt to obtain other viable sources.
