award a sole-source contract extension to NCI Information Systems,
Incorporated, McLean, Virginia, pursuant to 10 U.S.C 2304(c)(1), only
one responsible source under Contract NASW-4974. This procurement is to
extend the current contract for up to 6 months, in support of NASA
Headquarters, Office of Security Management and Facilities Management.
The current contractor provides the following services to the NASA HQ
building and its employees: library, mail center, history office,
document services, telephone directory, information center, INFOCOM,
audio visual, move services, electrical and handyman, help desk,
custodial, printing and design, and the representational facility.
NASA/GSFC intends to extend the existent contract for a period of 4
months, from June 1, 2000, through September 30, 2000, with two
additional 1-month options potentially extending the contract through
November 30, 2000. These services provide a wide range of support and
are essential to the HQ environment. NCI has managed the current
contract for the past 5 years and has the infrastructure in place to
provide these services on short notice, for the brief period. They have
the experience, management skills, and trained personnel to carry out
the day-to-day operations and meet required schedules. Because of the
time involved in procuring and phasing-in services from another
contractor and because of the short term nature of the contract
extension, NCI is considered to be the only source capable of meeting
NASA's needs. Any other firms desiring consideration are requested to
fully identify their interest and capabilities within 15 days of the
date of publication of this synopsis to the NASA/GSFC office and
contact listed above. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this noticeis solely within
