Institute intends to issued a non-competitive modification to the
existing purchase order, number 263-MJ-004384, with Human Systems
Technology Corporation, 10632 Little Patuxent Parkway, Columbia,
Maryland, 21044. Through competitive procedures Human Systems
Technology Corporation ( HSTC) was issued a purchase order to provide
professional intervention by an industrial / organizational
psychologist to devise an incentive program in the Division of Receipt
and Referral (DRR) of the Center for Scientific Review (CSR), National
Institutes of Health. HSTC successfully completed the professional
intervention for DRR thereby gaining an in-depth knowledge of the
mission and operation of CSR. It is CSR's intent that HSTC provide
services to the other Divisions of CSR, therefore, necessitating this
modification. In order to maintain continuity of the methodologies used
for the project and due to the knowledge gained by HSTC in the initial
competitive acquisitions, an award toany other sources for this
requirement would result in a substantial duplication of cost to the
Government that is not expected to be recovered through competition.
The Statement of Work for this requirement is as follows: Background:
CSR contracted with Human Systems Technology Corporation to provide
professional intervention by industrial/organizational psychologists to
devise an incentive program in several of the CSR Divisions which
involves making recommendations of appropriate staffing levels, of
productivity incentives, employee career assessment and retraining
opportunities, as well as state-of-the-art good business practices that
could be instituted. With the completion of this contract, CSR
Management will have ensured that the entire grant application receipt
and review cycle, upon which all NIH's grant funded research depends,
had been analyzed. The Contractor will be producing a consistent and
logical set of recommendations, covering the full spectrum of grant
application receipt, referral and review, to guide CSR Management in
setting workload measurement benchmarks and providing appropriate
staffing levels to ensure more complete and timely scientific grant
review for the funding institutes. Objective: As a logical extension to
the deliverables, the contractor shalll complete the intervention cycle
by providing career assessment services to those employees who will be
affected as a result of the implementation of the study's
recommendations. SPECIFIC TASK: Task 1: The Contractor shall review
current business practices and production standards within the three
review divisions, shall undertake to thoroughly understand the
relationships among the three steps involved in the scientific review
of grant applications, and shall make recommendations to CSR Management
so that state-of-the-art good business practices may be institutes as
needed. The contractor shall make use of protocols similar to those
utilized in the study of the Division of Reciept and Referral in orde
to provide congruency within the CSR grant application review process.
Task 2a: The contractor shall make available to CSR Management any
other observations gathered during the review process protocol that may
reflect on the effectiveness of implementing those productivity
recommendations make by the contractor. Task 2b: After the contractor's
recommendations have been accepted by CSR Management, the contractor
will schedule individual sessions with affected employees for the
purpose of carrying out a skills assessment to be used in placing the
employee in CSR or NIH ICs. The contractor shall train such CSR
employees as designated by CSR Management to utilize the completed
individual employee skills assessments in counseling the affected
employees. Place of Performance: Work will be performed at the
Government buildings on Rockledge Drive and at the contractor's site.
Period of Performance: Extended through December 31, 2000. This
acquisition is being conducted under simplified acquisition procedures.
The Standard Industrial Classification (SIC) Code 8742, Size Standard
$5.0M is applicable to this requirement. This notice of intent is not
a request for competitive proposals. Interested parties may identify
their interest and capabilities in response to this requirement. The
determination by the Government not to compete the proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct future
