Systems Center (Volpe Center) intends to negotiate on a non-competitive
basis with Experian (formerly TRW Business Credit Services), 100
Grandview Road, Suite 403, Braintree, Massachusetts, to provide on a
monthly basis Intelliscore account data. In addition, on-line business
credit reports, automatic alert notifications and user technical
support during normal business hours will also be provided as needed.
The data files to and from the Volpe Center will be transmitted
electronically; the files will generally contain the same entities each
month. The Intelliscore results are required within ten (10) business
days after receipt of the monthly input file. The Intelliscore process
includes corporate linkage capabilities that track the credit status
of di versified corporations, parent companies, and subsidiaries as a
group. The Intelliscore is based on Experian s proprietary algorithm
that looks at several factors in determining a standard single
numerical score. In addition, Experian s proprietary databases are the
only known sources of information gathered monthly by third parties,
ensuring a unique combination of currency and objectivity. The Volpe
Center is developing a decision support system that incorporates
financial data of firms in the transportation industry. Experian has
demonstrated the capability to provide Intelliscore account details in
a precise numerical format that can be used directly by the Volpe
Center for its system. This proposed action is for services for which
the Government intends to solicit and negotiate wi th only one (1)
source under the authority of the Federal Acquisition Regulation
Subpart 6.302. The Government intends to award a one (1) year contract
and include three (3), one (1) year options. All responsible sources
may respond to this synopsis and responses will be fully considered by
the agency. Interested firms are requested to submit three (3) copies
of descriptive documentation in sufficient detail to allow an
evaluation of a bonafide capability to satisfy the stated requirement
within six (6) calendar days of publication of this notice. If no
responses are received by close of business May 11, 2000, the
Government intends to award a firm-fixed-price contract to the above
named contractor. No contract will be made on the basis of
offers/proposals received in response to th is synopsis since this
notice is not a request for offers/proposals. This notice is for
informational purposes for minority, women-owned and disadvantaged
business enterprises. The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization (OSDBU), has an
assistance program available to minority, women-owned, and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable
