The U.S. Army Medical Research Acquisition Activity is seeking sources with successful past performance records in writing Statements of Work (SOWs) for service contracts employing the Performance Based Service Contracting methodology. Three current requirements exist which require these writing services. This type of SOW is discussed in the Office of Federal Procurement Policy's Guide To Best Practices For Performance Based Service Contracting which emphasizes that such SOWs be structured around the purpose of the work to be performed as opposed to the manner in which the work is to be performed. This provides potential contractors the freedom to determine how to meet the Government's performance objectives. This type of SOW includes the development and employment of a Quality Assurance Surveillance Plan depicting how the Government will ensure the contractor performs in accordance with the performance standards.
