M -- A-76 COST COMPARISON STUDY AT NAS JRB FT WORTH TEXAS IN ACCORDANCE WITH OMB CIRCULAR NO. A-76 (MODIFICATION OF 4 NOV 99 This notice is a modification to the 4 Nov 99 notice (Reference Number FA6675-A76), announcing the conduct of a cost comparison study of base operating support (BOS) and quality of life functions at NAS JRB Ft Worth TX. The base operating support functions of the 301st Fighter Wing (USAFR) have been added to the study. The Air Force Reserve functions of Supply, Transportation and Civil Engineering Operations have been added to those Navy functions previously announced: Public Works, Transportation, Administrative Services and Morale Welfare and Recreation (including Child Development and Family Support Centers). The Navy has added the Household Goods Movement function to their BOS study. The intent of the study is still to determine whether these services should be performed under contract with a commercial source or through the federal work force. The resulting contract, if any, is still contemplated to be awarded on an all or none basis as a fixed price contract. The contract performance period will consist of a base year period with four one-year options. An industry day is contemplated for 1 Aug 00 and will be addressed completely in a future announcement tentatively planned for 27 Jun 00.
