SOLICITATION AMENDMENT #001 -- DAHA90-00-R-0012, Design/Construction of Fitness Center for the Army National Guard Readiness Center in Arlington, Va 1. The following changes are made to the pre-solicitation synopsis shall be considered incorporated into solicitation #DAHA90-00-R-0012, Design/Construction of Fitness Center for the Army National Guard Readiness Center in Arlington, Va: a. The Solicitation number shall be changed from DAHA90-00-R-0010 to DAHA90-00-R-0012 and shall be published on May 5, 2000. b. Drawings and specifications will be made available at the mandatory pre-proposal conference to all potential offerors who requested a solicitation in writing. Drawings and specifications will not be mailed. The solicitation is not capable of being transmitted electronically, but will be faxed to each firm that submitted a written request. c. Delete technical qualifications (individual) from the phase I evaluation criteria. The revised phase I criteria is includes the following (listed in order of precedence): 1. Technical Approach 2. Specialized corporate experience and technical competence 3. Past performance. d. Phase II evaluation criteria is hereby restated as Technical Approach and Price. The following subfactors within technical approach (listed in order of precedence) shall be evaluated: 1. Design concept 2. Management approach 3. Key personnel qualifications e. The closing date for Phase I proposals has been changed to 2:00 Eastern Standard Time, on May 25, 2000. Phase I proposals must be delivered to the Contracting Officer (CPT James Helm) by e-mail, fax, or by mail to: NGB-AQ(Army), 1411 Jefferson Davis Hwy, Arlington, VA 22202-3231. The closing date for phase II proposals shall be 2:00 Eastern Standard Time, on June 20, 2000. f. Directions to the Pre-proposal conference at the Army National Guard Readiness Center will not be published in the solicitation, but are available online at http://mapsonus.com by entering the address, which is 111 S. George Mason Drive. The pre-proposal meeting shall begin at 9:00 a.m. Eastern Standard Time in multi-purpose room "C". Offerors are cautioned to be early to allow time to walk from the church parking lot located over four blocks away. 2. The following new information is added to the synopsis: a. The Government will evaluate phase I proposals and shall select a maximum of five offerors to submit phase II proposals. Only the most highly qualified offerors (not to exceed five) shall be selected to submit phase II proposals. b. The Small Business Administration has given approval for this acquisition to be a competed 8(a) set-aside. b. The Government shall follow FAR part 15 procedures for source selection when FAR part 36.301 is silent on an issue. 3.
