A -- YOUTH POPULATION AND MILITARY RECRUITMENT SOL M67004-00-R-0020 DUE 053000 POC Jim Chancy, Code 892, (912)439-6741 Notice of intent to issue a contract to the National Academy of Sciences (NAS) of Washington, DC to perform research to provide advice and reports on the demographic, sociological, and psychological attributes of contemporary youth and how those attributes relate to youth propensity to join military service. The proposed contract will have a three year performance period and seven option years. NAS has the unique ability to assemble the Nation's most eminent scholars, who serve as volunteers without compensation on committees and boards, which are then able to render advice and guidance of the highest quality and unparalleled objectivity to address national problems of high priority. NAS is the only known source that can provide the measure of expertise, independence, objectivity and audience acceptance necessary for this requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. All proposals received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. No solicitation document exists and no telephone inquiries will be accepted. If no responses are received within 15 calendar days after publication of this synopsis which meet the Government's requirements a contract will be placed without further notice.
