Systems intends to award sole source contract to McDonnell Douglas
Corporation a wholly owned subsidiary of the Boeing Company for common
and peculiar post production support for all Foreign Military Sales
which includes but not limited to Canada, Australia, Kuwait, Spain,
Finland, Switzerland, Malaysia and Thailand. The following services
will be provided: analysis, plans, data research and studies,
configuration maintenance by use of the Technical Requirements
Identification Matrix (TRIM) file, Retrofit Configuration Documents
(RCD), Configuration Status Accounting (CSA) systems and Test
Requirement Documents (TRD), configuration management by development of
common and unique ECP's, production of retrofit kits with installation
services and monthly Technical Directive Kit Shipment Reports
(TDKSRs), delivered aircraft support (providing support identifying
safety concerns) to include Engineering Investigations (EI), supplier
oversight and coordination, publication changes and updates. NAVAIR
intends to issue a Basic Order Agreement (BOA) N00019-00-G-0148 for a
total of estimated cost of $40,000,000 and a period of performance of
1 June 2000 through 31 May 2003. As sole designer, developer,
manufacturer and supplier of the F/A-18 weapon system, MDC is the only
firm which possesses the technical knowledge of the aircraft's design
and operation in order to provide the integration and testing of the
aircraft. Additionally, only MDC has the F/A-18 peculiar engineering
data, expertise, facilities and test equipment to perform the effort.
