combined synopsis/solicitation for commercial items and services
prepared in accordance with Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This solicitation is issued as
a request for quote (RFQ). The solicitation document incorporates
provisions and clauses that are those in effect through Federal
Acquisition Circular 90-45. The requirement encompasses the effort
described in the following work statement: Statement of Work The Office
of Deputy Chief of Staff for Intelligence (ODSCINT) Records Management
System Capability 1.0 Background The ODSCINT, Networking Division
(DAMI-IM) (located in Crystal City, Virginia) has a requirement to
migrate 7GB of critical operational data from a non-Y2K compliant
Electronic Filing System (EFS), currently a DEC Station 5000 server
running a DEC Ultrix operating system with Excalibur 3.7.2, to an
upgraded solution that meets the Y2K certification requirements in Army
Regulation 24-400-2. The regulation requires a certified Records
Management System and Y2K compliant EFS in accordance with DoD 5015.2.
2.0 Objective The objective is to provide the ODSCINT, Networking
Division a Y2K compliant solution for the migration of 7GB of critical
operational data from a non-Y2K compliant EFS allowing the continued
capability to control, organize, access, and share vital corporate
information quickly, easily, and accurately. Additionally, the
contractor shall provide desk-side training. The ODSCINT has determined
this objective can be best met by utilizing the following software:
Kofax ASCENT Capture V3.0 (unlimited), Excalibur RetrievalWare, and PC
DOCS Document Management products -- PC DOCS Open System, PC DOCS
Imaging, and PC DOCS RM. 3.0 Government Furnished Property (GFE) To
facilitate contract performance, the following items shall be provided
as GFE: Excalibur RetrievalWare software MS SQL Server Y2K Compliant
Server; Dell Power Edge 4300 redundant base (600MhZ Processor with 512
Cache, MS-NT 4.0) Four (4) Fujitsu 3096 GX Scanners with Cables
Internet Information Server (ISS), web interface software 4.0 Period of
Performance and Implementation/Migration/Training Schedule The
anticipated period of performance for this effort is 6 months from the
date of contract award. The contractor shall be required to coordinate
the software implementation and data migration schedule with the
ODSCINT Network Division Chief; however, the data migration shall be
successfully completed no later than 150 days after contract award and
the required training shall occur within 170 days of contract award.
4.1 Place of Performance The software implementation and data migration
will take place at the ODSCINT offices in Crystal City, Virginia. 4.2
Security The contractor performing this effort will be required to have
a TOP SECRET facility clearance with SECRET safeguarding capability.
All contractor personnel performing on this contract effort must
possess SECRET clearances. 4.3 Tasks 4.3.1 The contractor shall install
and configure the Excalibur RetreivalWare on the Y2K compliant Dell
Power Edge 4300 Server (GFE) and migrate the 7GB of data to the
RetrievalWare Fileroom. The contractor shall install and configure the
web interface, Internet Information Server (ISS), MS SQL Server (as
necessary) and shall create and modify the SQL Server database in order
to successfully accomplish the data migration. The migrated data shall
be available for integration into the PC DOCS Document Manager. The
contractor shall document the installation procedures during
implementation. 4.3.2 The contractor shall procure, install, configure
and customize the PC DOCS Document Management products on the Dell
Power Edge 4300 server. 4.3.2.1 Performance of this task will require
the contractor to meet with ODSCINT personnel to determine, understand
and document the DSCINT document management requirements. The
contractor shall coordinate with DSCINT personnel to develop a record
management file plan and shall develop an electronic template based on
the file plan. The contractor shall: install, configure and customize
the PC DOCS Open System software; shall configure the SQL Server
database; shall customize the PC DOCS Open System with additional meta
data fields, as required; shall install and configure approximately 15
user stations and PC DOCS user accounts; install and configure the PC
DOCS Imaging software and shall procure, install, integrate and test
the Kofax ASCENT Capture software associated with the scanner to ensure
full integration with the network; install, configure and customize the
PC DOCS RM software to customer requirements; migrate the RetrievalWare
Fileroom data into PC DOCS; and develop a PC DOCS system usage quick
reference guide as well as system installation and configuration
documentation covering any default options changed during the
installation/configuration process. 4.3.3 The contractor shall
integrate the PC DOCS environment with the RetrievalWare system.
4.3.3.1 Performance of this task will require the contractor to meet
with ODSCINT personnel to define and document the requirements for
integration of Excablibur RetrievalWare into the PC DOCS Document
Management products. The contractor shall: define the number of
RetrievalWare libraries, the criteria for placing the documents in the
RetrievalWare libraries, and the requirements for RetrievalWare
indexing, field searching, and hit list fields; define the requirements
for DOCS RM integration from the RetrievalWare system; create the
RetrievalWare libraries; configure the libraries and the associated
metadata fields; create the RetrievalWare system; configure the system
for indexing each library; and configure the system for searching each
library; link the PC DOCS tables and columns to the RetrievalWare
libraries; generate the SQL database triggers needed to maintain data
synchronization; add the search fields to the RetrievalWare web search
interface; extend theRetrievalWare hit list processing to include the
PC DOCS metadata information; develop and test the customized
interface; document the PC DOCS and RetrievalWare integration focusing
on modifications and changes derived from the defaults; develop a
RetrievalWare usage quick reference guide focused on using
RetrievalWare to search the PC DOCS repositories; and develop a user
quick reference guide. 4.3.4 The contractor shall provide a one-day
desk-side training session for 15 users. 4.3.4.1 Performance of this
task will require the contractor to meet with the ODCSINT Record
Management Administrator to review the documentation on the PC DOCS
configuration. The contractor shall meet with the ODCSINT's Database
Administrator and Web Master to familiarize them with making additional
changes to the customized interface as the need occurs. The contractor
shall: review the RetrievalWare System Installation Guide with the
ODCSINT's Record Management Administrator; and train selected users on
customizing the PC DOCS Open System by filling out profiles, working
with integrated and non-integrated applications, efficiently searching
for documents and creating quick searches, checking documents in and
out, mailing documents, creating projects, creating new versions and
sub-versions of the documents, and overall management and usage of the
new system. 4.4 Deliverables RetrievalWare system installation guide
(referenced in paragraph 4.3.1); Detailed analysis for the Document
Management and Records Management requirements (referenced in paragraph
4.3.2.1); PC DOCS System Usage Quick Reference Guide (referenced in
paragraph 4.3.2.1); System installation and configuration documentation
showing deviations from default settings (referenced in paragraph
4.3.2.1); minutes from the meeting with the ODCSINT's staff (referenced
in paragraph 4.3.3.1); installation and configuration documentation
showing deviations from default settings and changes for integration of
products (referenced in paragraph 4.3.3.1); RetrievalWare Usage Quick
Reference Guide (referenced in paragraph 4.3.3.1); Quick User Reference
Guide (referenced in paragraph 4.3.3.1); and One-day desk-side training
session for 15 users (referenced in paragraph 4.3.4). The following FAR
