The Bureau of Reclamation intends to negotiate on a sole source basis, with US West Communications, Denver CO, services for the recurring costs for leasing phone lines for the year. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. This specific intrastate service is regulated by stature and federal tariffs and is only available from US West Communications, Denver CO. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and feel they can provide the required items and services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required services must provide supporting evidence that they can furnish the required specific service to the sites without any interruption to the existing service and added expense that would exceed the total intended transaction cost. This notice is not a request for competitive quotes. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
