The 38th Engineering Group/PKK intends to procure on a sole source basis local telephone service for Hickam AFB, Wheeler Army Air Field, and Bellows Air Station HI. The intended contractor is GTE Hawaiian Telephone. GTE Hawaiian Telephone shall provide the following services: commercial trunks and commercial business lines for comon user dial service within the local exchange area; off-premise PBX stations; ISDN BRI Local Loop Service; radio land lines; emergency 9-1-1 service; local and intra-LATA access, and interconnection with inter-LATA exchange carrier. The period of performance shall be twelve months from the date of contract award. The primary place of performance will be Hickam AFB, Wheeler Army AF, and Bellows AS HI. This sole source acquisition is justified under 10 U.S.C.2304(c) (1). GTE Hawaiian Telephone is the current provider, and this contract is required until the competitive solicitation can be awarded. The Government intends to issue a Communication Service Authorization (CSA) written against the Defense Information Technology Contracting Office (DITCO) basic agreement DCA200-96-H-0047.
