Department of Commerce, National Oceanic and Atmospheric
Administration, National Geophysical Data Center in Boulder Colorado
has a requirement to review, digitize, and verify National Ocean
Service hydrographic survey data. Survey data consists of a controlled,
dense pattern of soundings and hazards to navigation (features) for a
specific area of an ocean or lake. The majority of sounding sheets to
be digitized have been hand plotted and the legibility and density of
data points varies from sheet to sheet. The soundings and features to
be digitized will be provided on paper or Mylar sounding sheets at
various scales, projections, datums and units of depth. A high level of
accuracy will be required for capturing the position and value of each
data point and geographic scaling methods detailed in the Statement of
Work will be used to create a geographic grid in which to digitize the
data points. The contract period of performance shall be for one (1)
year from the effective date of contract award with options to renew
for three (3) one (1) year option periods. Prices shall be based per
data point. The Government estimates that it will require 570,000 data
points to be digitized per year. Interested concerns may request a
