The Fleet and Industrial Supply Center Jacksonville intends to issue a solicitation under the requirements of office of management and budget (OMB) Circular No. A-76 for Social Services required at the Family Service Center (FSC), Naval Air Station Key West, Florida. The solicitation is part of a Government Cost Comparison to determine whether accomplishing the specified work under contract or by Government performance is more economical. If Government performance is determined to be more economical, the solicitation will be canceled and no contract will be awarded. The mission of the FSC, Naval Air Station Key West is to provide quality of life programs to Key West area military, including permanent party, transient, and retired personnel and their families in order to improve fleet readiness and increase retention. Services will include, but not limited to the following: Operational Support Services (Deployment Support, Sexual Assault Victim Intervention, Personal Financial Counseling and Advocacy Support (Clinical Counseling, Family Advocacy); Management and Technology Support (Program Evaluation and Needs Assessment, Marketing, Information Technology Support, Volunteer Coordination, Retiree Affairs Coordination). Proposed contract is for a period of one-year (Base Period) and will include four (4) one-year options to extend services. The proposed contract for these services is set-aside 100% for small business concerns. Standard Industrial Classification (SIC) for these services is 8322 with a size standard of $5.0 million in average annual revenues.
