REGARDING RFP CPO-00-00001, AMENDS THE ONE ISSUED 30 MARCH 2000. The
cover sheet is amended to read "Page 1 of 30." The period of
performance will end upon delivery of the final product to NSF, but not
later than November 15th, 2000. Copies of the solicitation are now
available on the NSF external web page at Internet address

Proposals will be due at 4:00 p.m. Eastern Time on June 5, 2000. The
amended notice, in its entirety, is published below. The National
Science Foundation has a requirement for the production of a video tape
-- SIC code 7812 Motion Picture and Video Tape Production (size
standard $21.5M) -- for its Directorate for Biological Sciences,
Division of Biological Infrastructure (DBI). The Office of Legislative
and Public Affairs (OLPA) is coordinating the production of this
video. This procurement is a 100% small business set-aside (see note
1). Scientists involved in an international effort to sequence the
entire genome of the Arabidopsis plant predict that this will be
completed by the end of 2000. The NSF requires a creative video that
will inform and educate the general public of the worldwide importance
and relevance of this effort. The final product must be highly
creative, educational and entertaining, to capture the interest of a
lay public. This award will be a competitive, negotiated, firm fixed
price contract. The period of performance will end upon delivery of the
final product to NSF, but not later than November 15th, 2000. The final
deliverable shall include: One Betacam SP master One protection copy of
the master Five VHS copies of the master All deliverables shall be the
sole property of the National Science Foundation. The scope of work
requires that the contractor provide the personnel, facilities and
supplies, and take all actions necessary to complete the
research/treatment/scripting/production of a seven to ten (7-10) minute
video. The focus of the video shall be the importance of plants to
human survival, and shall highlight the Arabidopsis plant, which is
being used as a model for all aspects of plant biology. The video shall
contain certain elements, such as on-site interviews (requiring travel
to various parts of the world), and animation. Other possible elements
might include artwork, special effects and stock footage. Copies of the
