Bureau of Engraving and Printing (BEP) anticipates awarding a
performance based service contract to a contractor who can provide tour
services for the public tour at the Washington, D.C. facility. Tour
services shall include the entire management of the day-to-day
functions of the tour to provide a total tour experience for visitors
to the Bureau of Engraving and Printing. A draft Performance Work
Statement and a commercial questionnaire are attached for industry
comments. Tour History: The public tour is a major tourist attraction
in the Washington, D.C. area. In 1999 approximately 500,000 people
toured the facility. The tour facility is located at 14th & C Streets,
SW, Washington, DC. The tour hours are Monday through Friday, 9:00 am
through 2:00 pm, with two VIP tours at 8:15 am and 8:45 am. The BEP is
closed on all Federal holidays. The tour has a peak and non-peak
season, with the months of March through August considered the peak
tour season. The tour will accommodate approximately 3,000 visitors per
day during this time. A ticketing system is implemented during these
months with the ticket booth opening at 8:00 a.m. No more than 50
tickets are issued per person. Additionally, during the months of June
through August, BEP offers extended tour hours. The extended hours are
5:00 pm through 7:30 pm, Monday through Friday with an additional VIP
tour at 4:00 p.m. Tickets are issued for this tour beginning at 3:30
p.m. The non-peak season months are September through February. During
non-peak season the tour accommodates approximately 960 visitors per
day. The BEP presently has a contract for tour guides. During peak
season one lead tour guide and fourteen tour guides are employed.
During the extended tour and the non-peak season, one lead tour guide
and eleven tour guides are employed. Three of the above tour guides are
bilingual (two Spanish speaking, one French) and one tour guide
interprets in American Sign Language. The tour guides wear uniforms
that are presently furnished by BEP and the contractor is responsible
for cleaning. The tour guides use two-way radios to communicate with
each other, the Police Services Branch, and the COTR. Tour Guides
escort a maximum of 80 people through the tour at one time due to the
limited space on the BEP Tour Gallery. Requested Information: If your
company is interested in providing this service to BEP please provide
comments on the draft statement of work and complete the Commercial
questionnaire. This information will be utilized to finalize the
performance work statement in order to issue a solicitation for these
