RELOCATE STILWELL HALL, PRESIDIO OF MONTEREY ANNEX, CALIFORNIA. This
proposed Contract is for unrestricted competition. JOB DESCRIPTION:
Project is for the relocation of Stilwell Hall (approximately 52,000
sf, and 4,000 tons) from its present location on an ocean cliff to a
new location site inland (easterly). Stilwell Hall is eligible for
placement on the National Register of Historic Places. The structure is
a single-story building with a mezzanine constructed of concrete and
adobe materials. Potential offerors will have to submit documentation
relating to their past experience in moving similar size structures of
similar historic significance, as well as their organizational
experience. Offerors will be required to provide a schedule as well,
showing their proposed method of moving the structure. Oral
presentations may be required as part of this Solicitation. Optional
bid items will include building a new foundation, moving the structure
onto this foundation and removing the old foundation. The Procurement
will be conducted under SIC CODE 1799. The standard size for this SIC
CODE is $7,000,000.00. The acquisition method is negotiated
procurement. A technical and cost proposal will be required. Evaluation
by the Government will result in selection of a firm that represents
the best value to the Government. Large Businesses competing for this
project must comply with the FAR 52.219-9 Clause regarding the
requirement for Subcontracting Plan on the part of the work it intends
to Subcontract. The recommended goals for subcontracting are 62% for
Small Business, 10% for Small Disadvantaged Businesses, and 5% for
Small Business/Women-Owned. A firm that submits a plan with lesser
goals must submit written rationale to support goals submitted. The
estimated cost is between $1,000,000.00 smf $5,000,000.00. The Offerors
ATTENTION is directed to Section 00100 in the Solicitation for
information regarding the Tour of the Site. Requests must be received

CUT OFF DATE of May 22, 2000, will not be honored. Plans and
Specifications will be mailed out on or about May 30, 2000. Because a
limited number of sets will be produced, copies are limited to one set
per firm. All responsible sources may submit a Bid or Proposal, which
