synopses notices dated 1/19/00 (Submission #417046) and 1/28/00
(Submission #419991) for the subject project, Phase I is hereby
concluded and the following two offerors have been selected to proceed
to Phase II. PROPOSALS WILL ONLY BE ACCEPTED FROM THESE TWO OFFERORS:

Henderson & Son, Inc., POC: Mr. David Henderson or Michael Fuglestad,
4288 Grand Avenue, Gurnee, IL 60031, Telephone No. 847-244-3222 or FAX
# 847-244-9572. In order to help these Prime Contractors in meeting
small business subcontracting goals and to offer any business
opportunities, please contact the POCs listed for each company. The
Phase II RFP was issued on 4/21/2000; Phase II proposals due date is
scheduled for 4:00 p.m., Central Time, 6/02/2000. Phase II Qualified
Proposers will be evaluated on: (1) Technical Solutions (which includes
design solution narratives, conceptual site plans, conceptual building
designs, phasing plan and schedule, and sustainable design effort),
(2) Small Business Subcontracting Effort, and (3) Price Proposals.
Estimated cost range is $21-24 million. The project includes PHASE 7
and PHASE 9. Phase 7 includes 86 housing units contained in 24
buildings with option units that include 7 housing units contained in
five buildings for a total of 93 units. All units are two-story split
level buildings construction in 1965. The work includes all unit
improvements that shall includes, but are not limited to, redesign and
upgrade of the kitchens and dining rooms, replacement of windows and
trim, doors (both interior and exterior), roofing, siding, and
flooring. Patching and repair of drywall ceilings and walls. Each units
electrical system shall be replaced, including panel and light
fixtures. Plumbing in each unit shall be replaced including all new
water, waste, vent, and gas lines, as well as new plumbing fixtures. A
new HVAC system shall be design and installed, including new gas
furnace and condenser unit, new ductwork, registers and thermostats.
Phase 9 includes 140 housing units contained in 31 buildings with
options to include site work and architectural amenities. All units are
two-story buildings constructed in 1969 and include six-plex and
four-plex structures. Specific attention shall be given to energy
efficiency, sustainable design, reduced maintenance, and compatibility
with the environment and existing architectural character of the
Center. -- The Government reserves the right to reject any or all
proposals at any time prior to award; to negotiate with any or all
proposers; to award the contract to other than the proposer submitting
the lowest total price; and to award to the proposer submitting the
proposal determined by the Government to be the most advantageous to
the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT
DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore,
proposals should be submitted initially on the most FAVORABLE terms.
The Government will award a contract after Phase II evaluation to the
repsonsible proposer whose proposal conforms to the performance
technical specification that is considered to be the "BEST VALUE" to
the Government, price and technical factors considered equally. Posted
